I called 2k about it and they had me delete the 2k21 SYNC.BIN which was supposed to work but didn’t. They had me re-download the game and that didn’t work.

I posted recently that my NBA 2k21, 2k20, and 2k19 all brought up a downloading game updates message with the update bar stuck at 0% which shut down every function of the game except play now. I have some positive news that could also help others. My 3 2k games didn’t work for.
